I googled, relearned how to make one, and made it.
It wasn't quite "right" - according to Asher. After much back and forth - where did he see this kind of hat? (Dinosaur Train? are you sure? the dinosaurs made a paper hat or the paleontologist did?) and extensive work to track down the exact episode, it turned out that there's about a 1/2 second clip of the said paper hat. As in, it was short enough that it was hard to pause it long enough to get a look at the hat.
Turned out the shape was okay, but he wanted it more colorful like theirs.
At that point, I told him he was on his own.
